iCloud Photos for Windows 11 pro stop syncing and stuck on "Initializing..." status

iCloud Photos for Windows 11 starts syncing photo thumbnails the first time after reinstalling (or after turning the iCloud Photos service on and off) and stops after syncing 719 out of 16,287 photos.


At the same time, iCloud Photos ignores any files copied to the folder for uploading. Starting in administrator mode does not help. I have already tried several tips found on the forum or recommended by Apple itself: Setting the "Run as administrator" property for individual iCloud threads in the task manager does not help. Disabling the antivirus program completely does not help either. Manually deleting the iCloud photo folders from the Windows user directory before reinstalling iCloud from the Windows Store did not help. Changing the location of the shared albums folder does not help either. After iCloud hangs after downloading the 719th photo thumbnail, after restarting the computer I only see the permanent status: "Initializing...".


I got this error the same week I created shared folders with photos on iCloud.


Does anyone have another solution that works for them that I could try?
