Snapchat not blocked during downtime by screentime

This issue seems to have been around for years without a proper fix. It happened to me again today. I believe on this occasion it was caused by me agreeing to my daughter's extra time request for Snapchat during her downtime yesterday. I agreed to "all day" and it seems from this that snapchat and/or apple interpret this to be allow Snapchat indefinitely. Today when her normal downtime hours go into force everything was blocked as normal except Snapchat.

I tried wiping and restoring her phone from scratch. Did no good.

The way I fixed it was

1. I removed Snapchat from my phone. Don't know if this was relevant, but I did it so am noting her.
2. I logged her out of her phone via logging out her iCloud account on phone.
3. I removed her from our family group using my own iPhone.
4. I logged out of my phone by logging out of my iCloud account on my phone.
5. I logged her back into her iCloud account on her phone.
6. I logged me back into my iCloud account on my phone.
7. I addedd her again to our family group via my phone.
8. I set up screentime/downtime for her via my phone and success.

Very unhelpful that users are left to find these make do solutions rather than Apple/Snapchat fixing the issue properly.
