Blue Outlines in Pages documents
Occasionally, all fields in a Pages document (version 8.1 (6369), High Sierra) will show a heave blue outline. What is this, and what did I do to make it happen?

I can replicate this with Pages v8.1 on macOS Sierra 10.13.6 by clicking and then dragging the mouse around the images and text boxes. If the goal is to select all of them by another means, then use cmd+A which does not produce the blue outline — only the selection grips.
That doesn't work. I tried a click & drag, but it's the same as Command+A, and copying a selected box doesn't paste text. The photo below shows the difference in Blue vs Click/drag or Command+A. I have no idea what I am doing to make the Blue Outline show up, but it selects every object and when copied (Command+C). it will paste the text, but not images into text edit.
Thanks. It’s very useful to select all the blue boxes, and then paste into text edit. That creates a list that can be imported into numbers, shaving a lot of copy and paste. The command A approach apparently does not paste text.
I did notice that when a document allows the Blue Outline from click&drag, the cursor is the text selection one, not the arrow. I think there is a difference in the setup of documents, but I haven’t found it.
The originals were generated on an up to date Macbook using a newer Pages; I use an older iMac because it still runs CS3 Photoshop. It’s maxed out at High Sierra.
Command+A is select all only. Command+C copies text to the clipboard and Command+V is Paste, or Option+Shift+Command+V is Paste and Match Style to place clipboard content into TextEdit (or Pages).
