I’m running the latest version of Pages on iOS 18.4.1 which is the latest.
When I launch Pages, it does not show the document manager. It only gives me a choice of start writing or choose a template.

What I see when I launch Pages v14.4 on iPadOS 18.4.1 is top to bottom:
Start Writing
Choose a Template
A sidebar containing Locations, Favorites, and several rows of existing Pages document icons.
I have seen the above presentation for several versions of iPadOS and Pages without changing anything.
Click the ⊞ symbol and check your View Options.
