I’m so frustrated. I’ve just spent hours trying to get iMovie to work on my iPad. At first I thought I was doing something wrong, then found out it is an issue that Apple hasn’t fixed. I have deleted the app and uploaded it again, upgraded my operating system etc. Nothing works.

Sorry you are having issues with iMovie on your iPad.
You didn't describe what issues you were having, but bugs have been reported with iOS 18.2 and later. Apple will need to address them. The issue most mentioned is the timeline locking up when trying to play in preview, so that the timeline preview playback does not transition past the the first photo.
Meanwhile, for iMovie projects consisting solely of photos, a workaround has been to insert a video clip
anywhere in the timeline. That seems to rectify some of the problems and allow one to edit the project. After editing, you can delete the video clip and export the project.
