How can I resolve iOS shortcut issues with photo selection on iPhone?

I’m running iOS 18.4.1 on an iPhone 13 Pro.

My Shortcut, at least when run as a Home Screen link, doesn’t finish. It’s a simple routine that lets me select photos then send them as text messages to nine people/groups. Currently it’s sending to the first seven then stopping. No error message.

I’ve tried:

• Deleting and adding the steps with the people it’s skipping (always those at the end)

• Deleting and recreating the entire Shortcut

• Restarting the iPhone

None of that helps.

Other weirdness:

• Sometimes it gets mostly through the names then makes me manually push the send button for the last few.

• If I select more than one photo, it makes me manually push the send button for EVERY recipient, regardless of whether it happens to be completing the whole Shortcut at that particular time or is acting up and quitting early. (Any insight on this particular strangeness, which is separate from the quitting problem, would also be appreciated.)
