Why can I see my husband's location in Find My, but Family says he's not sharing it?

We have a Family set. I can see the location of my husband in find my…. but in the family says that he is not sharing location. In the location services when i try to toggle on his name on my phone it closes inmediatly. How is it possible that i can see him if he is not sharing location with me? Two phones, two Apple id’s merged? Sorry for the bad english. It’s not my mother language.
