What is “ShortcutsActions” and why is it accessing my contacts so much? I’ve never seen it in my privacy report before ? Anyone else have this in their privacy report?

Nobody is "affected" by stock Apple apps using data from other stock Apple apps . The data goes nowhere except the phone. Anyone thinking that stock apps like Contacts was open to transmission outside the phone or encrypted iCoud would never use it.
Those same people would happily install a VPN and pass their traffic through servers owned by Vlad the Impaler.

Shortcuts is a built in app; it isn’t an app you download. It is used by many internal iOS functions, and you can also add your own shortcuts. To see the built in shortcuts used by iOS open the Shortcuts app. If you have Apple Intelligence enabled it will add shortcuts for things you do frequently.
You, or someone you share the phone or an Apple ID with, has created a shortcut.

Yes, shortcuts has data, just like all other apps. I fail to see what is surprising about apps having data. That’s what they are for.
Re the premise of the question, ALL iphone stock apps have full access to your data. There is no security implication in that, and you do not need, indeed cannot, give or remove permission.

Go to the last page of your Home screen, the App Library, and look for Shortcuts. I suspect it is still there; you only removed it from your Home screen, not from the iPhone.

Im currently having much bigger issues though. My clock app is accessing my media files according to my privacy report and I never gave it that permission and that’s not even a listed permission under clock settings. iPhones aren’t as secure as everyone says they are that’s for sure.
I had the same issue. (I posted a question yesterday no one responded too yet). I noticed shortcut actions on my App Privacy Report and did have the short cut app deleted right when I got the phone too. I don’t use it. I have a screenshot showing the shortcut actions ghost icon recently being used….I THEN AFTER downloaded the ShortCut App from the App Store and it was toggling on for “saved to iCloud’ in settings. and when u go to Apps in settings it was toggled on for ‘iCloud sync’. The shortcut app had some already pre set up shortcuts such as duck duck go VPN (which I don’t have), Wells Fargo, check in, outlook, tik tok, Amazon, clock, newsbreak, music recognition.
