Can I use AirDrop with someone in another state?

I have a family member who lives in another state and would like to airdrop with them. I should mention They are not in my apple account bu they are in my contacts list.

No. The devices must be within Bluetooth range in order to use AirDrop. You have other options depending on what you want to AirDrop. For pictures, creating a Shared iCloud library would be the preferred method and you also have Messages or email for other content.

Use AirDrop to share and receive photos, documents, and more with other Apple devices that are nearby.

As long as you're both within 30cm (or about a foot) of the state border, this should work fine. AirDrop doesn't have any consideration of administrative/state/country borders, so it's probably not even aware that a line exists, let along that it's crossing it.

As long as both your phones/devices are within arms' reach of each other (the limit of the AirDrop radio signal) you should be fine.
