How do I permanently delete 83.78GB MOV file that keeps reappearing in iCloud Drive on Mac mini?

I've been trying to find over 100GB of hidden files that are taking up storage space on my Mac Mini. I've found an MOV file that's 83.78GB of what looks to be a screen recording. Every time I delete the file, it reappears. I've tried to rename it and delete it at least 10 times, and it keeps popping back up. It's a file name that I've never used or seen before, "f1d4f.mov." It's in the CloudDocs/session/i folder. I thought maybe I needed to delete it from the cloud, but I don't see the file there. Does anyone have any suggestions on how I can remove this from my computer? It's killing my storage and causing me to max out my application storage when editing with Premiere Pro.

I've seen this a time or two, and I'm not sure of the resolution. Can you tell if the file actually uses storage, or is it just an artifact of the ghost file?

Is this inside a package? or in your Library? What are the enclosing folders?
