How do I enable Apple Pay?
My bro has an account which just turned 13.
She wanted Apple Pay but we couldn’t apply for Apple Pay.
We tried setting another region but it still looked like this.

Check with Apple Support in Australia. While the bank may allow people to have debit cards, electronic wallets may be different. In many countries the minimum age is 14 or in some cases even higher.
