When I manage storage for iCloud backups, it shows I am using 1.5 GB of 5 GB, but mu iPhone says it can't be backed up until I purchase additional storage. What is preventing backups?

If you can't back up to iCloud - Apple Support
Buy more icloud storage if it states you need more.

You wouldn't be getting that message if you didn't have enough icloud storage to back up.
