The icon with two-overlapping squares that you see in Safari not a "copy" icon. When used, this icon will show a page of thumbnail images - one for each open Safari Tab. Tapping a thumbnail will simply open that specific tab in your browser window.
Copy and paste functions are typically accessed using an Action Menu. Simply touch-and-hold to open the associated Action Menu, then select the required function from the menu. You should note an Action Menu is contextual - and will only show relevant actions.
In other instances, you'll first need to highlight a passage of text before you'll see appropriate functions. By example, if highlight this passage of text, you'll see a bar that shows appropriate actions:
