How do I apply for the extra storage?

iCloud storage is not the same thing as device storage – storage on your phone.. There is no way to increase the latter. Whatever your iPhone came with from the factory is what it will have for life. For many types of things, you cannot substitute iCloud storage for device storage.

That said, if you use iCloud Photos and turn on "Optimize iPhone Storage" on your iPhone, this may free up some device storage. The phone will still keep copies of all of your photos, but turning on this feature allows the phone to decide whether to keep full-size ones or lower-quality space-saving ones. (The full-size ones remain stored in iCloud).

Internal storage cannot be upgraded. It is what it is. So, the maximum internal storage capacity never increases, even if you upgraded your iCloud plan. Learn More here: What's the Difference Between Device Storage and iCloud Storage? Apple Support

Hello Tony! If you are running low on storage due to the amount of photos you have on your phone, you have a few options that could work for you, actually! You can keep them all on your phone for a small monthly fee as low as .99 A month for additional storage fee. You could get up to 50GB for that price. If you are not interested in the storage plans, you can back up your photos to another platform such as Google Photos, Google drive, OneDrive, etc. Although, I would suggest spending the .99 To not have the hassle of moving everything to a new home.
