You can't. It's a requirement to have a valid payment method tied to your Apple Account if you want to download apps. Even free apps. Free apps offer In-App Purchases, which is truly the only way app developers can make any money for creating an app you don't have to pay for. You don't have to make any purchases, but you DO have to have a valid payment method method. Or you can't use the App Store. Your choice.
