Unable to swipe or hard reset iPod touch 7th gen running iOS 15.8.3

I am able to tap and access apps on my iPod but I am unable to swipe them off when finished. I cannot swipe it to power off. I read to try a reset by holding the the power button along the the round home button at the same time but this does nothing. I have tried it several times. I do not have a screen saver on.
