Another forum member @8sotsm reported a similar issue awhile back and helpfully followed up, providing a record of how they successfully resolved the issue. For ease of reference, the text below (in italics) quotes from that post verbatim. The bulleted list is basic troubleshooting, but I added underscore to the part that you might find most useful.

I called Apple Support, did a bunch of things which I recommend you do as well. I don't know which of these worked, or if the system just needed a few days to proccess it, but I got the badge this morning.
Here's the recommendations:
- Make sure your watch and iPhone are in the latest software update
- Make sure you have enough iCloud space to sync the data
- Restart the phone and the watch after iCloud cleanup or a new backup sync
Through support, I installed some health kit to collect logs and send to Apple. That happened last night and this morning the badge was available. Maybe they could trigger something in the backgroud, or it was originally just a matter of time.
