My old computer crashed and I lost my iTunes playlist. If I subscribe to apple music, can I burn CDs (with a n external burner) off of a new playlist like I did with iTunes?

Generally not. Content from the Apple Music subscription service cannot be burned to optical disk or otherwise copied for use outside of the Apple ecosystem. The Apple Music for Windows app cannot burn discs either.
Depending on what has happened to your old computer you may still be able to recover your iTunes library from it, or from any device that you added media to.
