Can't export photos to files on iPhone 14

I'm trying to export photos from my iPhone to Files on my phone but I get the message .....couldn't be opened because you don't have permission to view it. I can do this OK on my iPad but not the phone. How do I obtain permission?

iPhone 14 Pro Max, iOS 18

Where did this picture come from? It doesn't look like what I expect from one taken on an iPhone, at least like one coming through in a normal process. I wonder if the picture is corrupt…
