"This song is not currently available in your country or region" error on iPad

I am getting the "this song is not currently available in your country or region" warning when trying to play some songs on my ipad.

These songs are MP3's that I copied from a CD. They are physically on my laptop and I synced them over to my ipad.

When I synced the songs (via a cable), both of my apple music apps were not signed into the cloud. Actually the ipad and computer were not even connected to the internet.
