Why won't my iPhone 14 back up even though I have enough storage?

I’m trying to backup my new phone 14 and Apple keeps saying I need to upgrade my plan. There are 172GB on the phone and I have the 200 plan. I’ve deleted the old backup so all I have now for my storage is the phone itself. I’ve optimized photo storage, turned the phone on and off multiple times, tried backing up with wifi and data. Thank you in advance for any advice you can give.

Tap on the iPhone 14 Backup in your first screen shot to see what size of backup is needed. If it is more than 27GB, then you do not have enough space. Currently 86% of the space is used by photos and does not leave much left for the device backup. After tapping on the Backup, you can choose to turn off data to not include in the backup.
