Whenever I try to send The 🤞 whether it’s on text or on an app such as Snapchat or Instagram it sends it huge it will not add it in the text like it is on here. It will just send it separately massive as like it’s a sticker or something. How do I stop it from doing that?

I've seen that in Messages. If I post just an emoji, it is much larger than if I insert it in text.
Try this test: Type the emoji and then a period (full stop). What does that do?
In Messages on my iPhone running iOS 18.4.1, the giant emoji:
returns to normal (text-height) size as soon as I add the period:
