Unable to add credit card on my iPhone 13 Apple Wallet with iOS 18.4

recently! I found that I cannot add new credit cards to my iPhone 13 wallet. So I tired erase all data and restore my account, but it didn't work, even I tired a new Apple ID and any different card was same issue.

I tried use same card add to iPhone 11 & IPhone 16 is work, is possible the IOS 18.4 with iPhone 13 not compatible?

how can I downgrade to IOS17?
