It seems like the smpte lock system is just not in this version of
Logic. not there when i right click on the track, not available in
functions or anywhere, even doesn't appear in the key command editor
menu.
Is it possible that its not there ? is there a way to download it ?

Is it missing entirely rly or just grayed out?
If you can, update Logic Pro to the latest version. Alternately, try to uninstall/reinstall the application.
You can find that command inside the Key Command Assignment Window (Look Below).
Can you try to find it again after updating/reinstalling?
it was missing entirely. but I turned on advanced tools by selecting Show Advanced Tools in the Advanced preferences pane, and the SMPTE option is now back and working. Thanks for your answer !
