Safari opens links in new windows instead of tabs after macOS Sequoia 15.4 update

In Safari Setting, I have set "Open pages in tabs instead of windows:" to Always. This setting has not been changed since it exists. Until the update to macOS Sequoia 15.4, both my Mac's (MBP16-M1 and iMac24-M1) did follow this setting.

However, after the update to 15.4., Safari opens new pages or links in a new Window.

How to get back to the behaviour before the update?

Wondering if updating again, to the newer update may help:

What's new in the updates for macOS Sequoia - Apple Support says: macOS Sequoia 15.4.1

and says: "This update provides important bug fixes and security updates and is recommended for all users."

Thanks, brbo! I did update to 15.4.1 last Friday, this did not help.

I am writing this message here in a new window that opened after clicking the link in the info email. The Safari window with my other open tabs is in the back.

What I did not recognise before is that when I open another link (e.g. the link to the macOS Sequoia updates from the same email), this 2nd link is opened as a 2nd tab in the window with the Community tab used to write this message.

Are there different window types in Safari?

Seems when clicking a link from an email, that will always open in new tab to display any new content. The other option is to choose the tab for that website, and "refresh" the page in order to see any new content.

I don't think so. Windows generally behave according to the settings we choose, menu choices, keyboard-shortcuts if used, and sometimes the web-programming / designing of a website. We can click the + sign at top right for a "new" window.
