Why is my children's Apple Watch location inaccurate or not updating?

so both of my children have an apple watch, they don't have an iphone, they just have the watches. obviously they share their location with me as that was kind of the sole purpose of purchasing them - i'm the one that set it up - i've had an iphone and an apple watch for many years so it's not like i am a noob to this. anyways, i go to check their location and it either says the wrong place by far or it just keeps loading and then it stops still at the last address they were at which is usually home. or it says it hasn't been seen for so many days, weeks, and my sons even says 2 months ago it was last seen. they are updated to the current update. all the location sharing options are on. so is this operator error? do i need to contact apple? or is this more of an at&t thing?

Can their watches connect to Wi-Fi or a cellular data network outside your home?

This is the only way to get a location of the devices.


Can you locate them after they received a text message, for example?
