Do changes made to Shortcuts sync across devices via iCloud?

air4, iOS 18.4 - Shortcuts

a) in Today panel Shortcuts no longer Stack, or Move, or Edit ??? Can't even delete them to reinstantiate them.

b) I have several single line Shortcuts, like "Set Silent Mode ON", that no longer run, but report an error like "can't do that in current environment." I have no idea that even what means, let alone what to do ? Recreating the Shortcut does not resolve.

c) I have a general question: if the iPhone and iPad are both set to Sync Shortcuts via iCloud, do changes made on either, update on the other device, if the Shortcut has the same name ?
