I can’t upgrade Apple Home because ipad is not usable as a hub anymore.
in romania home pod and apple tv are not available thus, upgrading Home will break functionality.
what can it be done?

Support for using iPad as a Home Hub was lost with iPadOS16 - as Apple migrated onto its new Home Architecture.
As such, iPad cannot now be used as a Home Hub. Instead for the Home Hub, you must use either an AppleTV box - or a HomePod. If neither are available in your country, you're out of luck.
Apple invite submission of comments and feature requests via its Product Feedback portal. If you would like to see a specific feature or functionality in a future version of iPadOS, this would be the most appropriate channel through which to make a request:
Withdrawal of compatible Apple Services is not something that you can work-around.
If compatible devices are not available in your country/region, you're out of luck. Sorry, but this is not something that can be resolved.
It's a bit messy from apple's side to drop support for an ecosystem. I have 30+ homekit compatible devices and out of thin air, thousands of euros are worthless. Apple should have informed the users that you can use apple home in Romania for 6 months or so for your bucks.
The issue is HomePod or Apple TV are not available in Romania...
I got a message in settings that support for the current version of apple home will end soon.
