Permanently Restricted from Apple Cash and just made an account

I recently turned 18 and want to use Apple Cash. I want to be able to use Apples features and send and receive money from friends. I set up/verified myself within Apple Cash a few days after I turned 18 and and it says "Contact Apple Support." Upon contacting they said my account is permanently restricted. I asked if it due to my SSN and they said my SSN is only associated with one account; mine. I ask them to send the terms and conditions and I read through them and it is either SSN or fraud. Well if my SSN is fine and I just made the account and have not put any money in it how could there be fraud. After calling Green Dot Bank and speaking to an employee then supervisor and then corporate they all told me I am Permanently restricted due to Verification reasons. They are not giving me any reason as to why I am Permanently Restricted and saying it is due to their automatic system of verification and they can not override it. Any insight would be helpful or any fix with the system would be excellent.
