Icloud files are different on my Iphone and windows, same account

Hello,

I’m trying to move all my photos from my Google Photos account to iCloud.

I’ve downloaded all the files and installed iCloud for Windows. Then I dragged them into different folders to upload.

The issue is that the number of files showing on my iPhone’s iCloud Photos is different from the number I see in iCloud on my Windows 11 Pro computer.

Both devices are using the same iCloud account and are synced, but something seems to be missing.

Could you help me understand why not all files are being uploaded to iCloud?
