Unable to download sounds for Logic Pro X and GarageBand on iMac with OSX El Capitan

Since the machine (iMac 24-inch Early 2009) works regularly, I thought about reinstalling Garage Band and Logic Pro X (regularly purchased in 2013). However, neither Logic nor Garage Band nor MainStage are able to download the sounds from the library.

Perhaps Apple has closed access to the sound library for older versions of the applications? It doesn't seem very fair to me

Go to Logic pro > Sound Library > Open Sound Library manager...

Do you see the status message installed or Incomplete for every individual library? Try to download the libraries one after another. If you don't see anything, post a screenshot. And make sure you have enough free space on your internal hard drive, it's more than 60 GB.
