Why is my App Store repeatedly asking for billing information for free apps and charging my account?

I’ve recently tried to download an app for a fundraiser, and when I try to, a notification for me to put my billing information in pops up, there’s no way to download the app without getting past the pop up, so I click it. I put my information in, and it asks me to do it again, so I do, even though it’s free?? I’ve tried this with multiple other apps ( all free ) and it keeps happening. And recently I found out that it was actually charging my account through a series of emails, and my card was declining???? I can’t download any apps because of this, and don’t know how to fix it.

You usually need a payment method in your Apple Account details, even for free apps, to update apps and to redownload apps.


When you update your billing information, Apple tests the payment method by making a temporary authorization hold for a small amount.


If your payment method is declined, then Apple won't allow you to use the account until the situation is rectified.


You need to find out from the issuer why the card is being declined or replace it with another functioning payment method.


You may need to speak to Apple Support to get your account reactivated.
