PWA (Safari web app): You can’t open the application because it may be damaged or incomplete.

1. Delete all installed web apps from Dock and ~/Applications
2. Reboot
3. In Safari, navigate to any installable web app
4. From File menu, select Add to Dock
5. In dialog, click Add
6. In Dock, click on the icon for the PWA

Expected result: PWA opens in new window

Actual result: error dialog saying "You can’t open the application “Squoosh.app” because it may be damaged or incomplete."

The result is the same if you double-click on the icon in ~/Applications

These PWAs worked as expected before I re-installed Sequoia 15.3.2 (24D81)
