How do I stop Safari Version 18 opening windows instead of tabs when clicking links?

On a MacBook Pro running Sequoia 15.3.2, since updating to Safari 18.3.1, whenever I click on links in a Safari window, Outlook, etc. they open in new windows instead of a new tab when Safari is already running. This is a big pain, as I have typically 30-40 tabs running at a time.

I've tried setting Safari preferences for "open in tabs not windows" to both Automatic and Always, including restarting both Safari and the computer, but none of these options work.

Any ideas?

Try:

Safari Menu > Settings... > Tabs > "Open pages in tabs instead of windows:" > "Always"

Thanks, but I'd already tried that and it doesn't work.

Interesting that it's on a brand new MacBook Pro that's only a few weeks old, and yet both it and the older MBP have the same problem.
