iPhone 13 updated to 18.4 and now often getting error that does not seem to happen using chrome on a PC. News sites are the worse. Old problems now on steroids tried to order a new iPhone from my service provider today. It was like pulling teeth. I was trying to bit an iPhone. No idea if it worked or not. sad.

Perhaps a long shot:
Do you have a 3rd party VPN installed, even if you are not using it? If so, delete the VPN profile in Settings/General/VPN & Device Management/VPN. Don't just turn it off; delete the profile. If that fixes it, you can try reinstalling VPN. VPN actually reduces your privacy, it does not enhance it, so you may want to rethink the reason you use VPN.
In addition to the “coffee shop” VPN removal suggestion above, clear saved data and cookies for all websites, disable any browser extensions and any ad blockers and any add-on security apps, restart Safari, and try again.
Try a different path to the internet too, such as using cellular and not Wi-Fi. See if that works better.
Check for firmware updates for the Wi-Fi router too, and update that as available. Restart the Wi-Fi router, as well.
