how do I change icloud photo folder size in laptop

I install an app on my pc laptop to connect to icloud storage, my plan is family 2T storage.

the photo folder to icloud in my laptop is almost 400GB, usage 280GB

I don't have 280GB of photo and mov files in my folder, I have 20GB of files at the most but it took up 400GB spaces in my laptop. Causing my laptop almost out of storage space. How can I downsize my icloud folder size to 100GB or even 50GB?

Even my family total storage on iCloud is 260GB total, why do i need 400GB in my laptop. Anyone can suggest a way to cut the 400GB storage in my laptop to 300GB or 200GB?
