iPhone SE 3rd Gen... IOS 18.3.2... in Settings, items labled [iCloud] and [My Name] are locked, ie, greyed-out. No response to touch or click, therefore no way to enter my PW if such is required.

That suggests you have Screen Time restrictions enabled and specifically Account changes have been restricted.
Go to Settings ➜ Screen Time ➜ Content & Privacy Restrictions ➜ Allow Changes to ➜ Accounts and make sure it's set to "Allow".
Try Settings > Screen Time > Content and Privacy Restrictions > Allow changes to Account > Turn on.
