Why am I unable to send iMessages?

I'm currently using an iPhone 14 Pro Max running iOS 18.5. The issue I'm experiencing actually started back when I was on iOS 17.4. Everything was working fine, and then suddenly iMessage stopped functioning properly.
Since then, I’ve tried resetting the phone and updating to the latest iOS version, but the problem still hasn't been resolved.
Here's the specific issue:
iMessage won't activate properly with the phone number I'm using on this iPhone. Although it appears to be successfully activated (my number has a blue checkmark under “Send & Receive” in iMessage settings), whenever I try to send a message to any phone number that has iMessage activated on another iPhone, the message fails to send as an iMessage. Instead, it gets sent as a regular SMS.
It seems like my iMessage can't recognize the recipient’s iMessage status, even though both sides have it activated.
I would really appreciate any help resolving this issue.
