Actually, the iPhone 15 does send out a very brief intermittent Bluetooth signal even if it has been powered off. This assumes of course that the battery still has a good charge.

If another iPhone or iPad in close proximity to your phone picks up the Bluetooth signal from the phone, location information information is forwarded to the Internet and that location will appear when you use Find My to try to locate the phone.

Unfortunately, iPhone thieves know this, so they usually place a stolen phone in a special type of bag that will not allow the phone to either send or receive a signal at all. Or, they simply wrap the phone in aluminum foil to accomplish the same thing.

I am sorry, but a stolen phone is almost never recovered, so you will need to be very fortunate if the phone appears in Find My.
