Adobe Acrobat Reader is free, and will let you fill in fields on fillable forms. It may be a better choice than Preview to use for things like Federal and State income tax forms.
However, most Adobe Acrobat editing features require you pay for a "subscription".

PDF Editor for Mac:
Go to the App Store and type pdf editor. Lots is shown with the word "Get", with thousands of reviews with four or five start ratings.
The included Preview does some basic editing.
Basic functions such as annotating and viewing are already included in Preview. If you're looking for more, PDFgear claims that they can convert and edit PDFs for free.
