iCloud Photos on Windows laptop not syncing to iCloud on apple devices

My iCloud Photos does not seem to be syncing between my windows laptop and apple devices. The iCloud Photos on my windows laptop has many from previous years that are not showing up on my apple devices. And recent pictures that are on my apple devices are not on my windows laptop. I do not want to lose any images, just want to get all the images onto my apple devices and then just get rid of the iCloud Photos on my windows laptop but not sure how to do that.
