How to install older version of iCloud

I have been trying to install and activate icloud+ on my laptop. When I click "off", it takes me to drive settings. I toggle the sync to own folder button. I'm then taken back to the main screen where "off" turns to "on" momentarily, then goes back to off. (see pic)

I tried following the steps here, If you can't download or install iCloud for Windows - Apple Support, but nothing works.

I've read elsewhere on these forums that it sometimes helps to install an older version of icloud. None of the links provided, however, lead to older versions of icloud, just other apps.

For example: Older versions of Icloud - Apple Community provides a link to Apple - Support - Downloads, but it doesn't have any download links to cloud.

I can access icloud with my browser, but that, of course, is extremely inconvenient.

I would appreciate any advice as to how to resolve this problem.
