How can I resolve Minecraft download problems in Family Sharing?

I have purchased Minecraft as the family organizer with family sharing turned on for everyone in the family, but only one of my kid's iPads can access it. When I try to download Minecraft on the other iPad, it says "This app is no longer shared with you." and gives me the prompt to buy it again in the App Store. After dealing with this for a few minutes, I decided to try to buy it, BUT when I try to buy it, I get the message "A family member has already purchased this item. To download it again for free, select OK." So I do that and it lets me download it, but then when I try to open Minecraft, I get the same first message "This app is no longer shared with you." This is extremely frustrating as it is a never ending cycle of going back and forth between the two different messages. I've tried to restart the iPad and it is up to date on software. If anyone has any suggestions or ideas, I would be so appreciative. Thanks!
