I downloaded a fresh copy of logic Pro. I downloaded all sound packs. Notice the instrument patches within the library are prompting me that there are more patches to download. When I click on the “down arrow” to download nothing happens. What could be the problem? And how do I resolve it? (Note: I have already selected “refresh” in the library but nothing changed)

I threw Logic Pro in the trash, reinstalled. Still a problem. That made me aware that perhaps there was an issue with the SECOND thing you mention. I had the library located on an external drive. I relocated to internal drive, reinstalled, and BAM all these weird glitches went away. Then I relocated to my external drive. Not sure what engineers need to read this buuuuut it was a lot of wasted time. We should have the choice to install (from the first time we open Logic Pro) all files on an external drive without the glitches :-)

Yes, I have internet and it's working fast. As mentioned I used it to download sound packs. Here's a second screen shot of the various instrument patches that Logic is saying I can download... but when I click on the download icon (the arrow) nothing happens. I click refresh but nothing happens.

I would throw away Logic Pro in the trash and the reinstall it. Should take care of the issue (unless you previously tried to send sounds to external drive then that opens up another can of worms).

Go to Logic Pro > Sound Library > Open Sound Library Manager...
and make sure your internet is working and is fast.
