How can I recover all deleted Safari tabs at once on my iPad?

I have tried following the instructions to click and hold the new tab icon (+) until a menu comes up. I got a list of recently closed tabs, but not a menu. I have done this before but and an option came up that allowed me to recover all tabs in one go. This time I see no such option. Is this change possibly due to a recent IOS upgrade?

I could tap on each tab one at a time, but it would take me a long time to recover 150 tabs. Can anyone help me with this problem? I’m using an iPad Air
