Auto play disabled yet Safari continues to auto play videos

Videos auto-playing in Safari despite setting being off

Despite the setting “auto-play video previews” being set to off, websites on Safari (in private browsing mode if that makes a difference) are continuing to auto-play and I find this incredibly annoying and invasive. If I wanted to watch something, I would, not have it just play anyway! How do I stop this from happening? My iPhone 15 is fully up to date and I’ve got no other issues with it.
