Safari settings not saving/making any changes on iphone

I have recently switched to iphone 15 pro max from iphone 15, it was fine until the new update for ios 18.4 came, my safari settings wont save, for example to open tabs i choose to open it in the background but regardless what it shows in the settings app (in background) the tabs still opens in a new tab. another bug, require face id for private browsing, it works sometimes but sometimes doesn’t, moreover if i toggle the setting off and turn it on again, it completely stop asking for face id on private browsing but then it ask sometimes randomly, but the opening tab problem is persistent which is annoying because i have changed it to open in background but it never opens in background, changing the settings makes no difference, NEED HELP !
