How do I set a custom homepage in Safari after Sequoia update?

After updating to Sequoia, I can't get Safari to load my chosen webpage on startup. I want to open Safari and see


Before Sequoia, this involved setting that address to be the homepage. But now, even though it's set as my Homepage, when I start up Safari I just get a completely blank page.


You can see my setting on the attached screenshots - but I just get a blank page on start-up. So, what do I need to change?
