Why is my Contacts app not syncing to Outlook?

This is so frustrating. In my Studio I have All Contacts. However, that program will not accept any new cards or contact. I added new ones on my Iphone. They show up on All Contacts but I cannot send the ones I added on the Iphone an email! Must be an answer. Apple after hours on the phone says it is all an Outlook problem. I know it is simple but I am not technical enough to figure out what is wrong. Thanks for help.
