How do I enable location sharing on Find My iPhone when 'always' option is unavailable?

I no longer have the option to 'always' share my location in find my iphone. And if I try to share it, it says 'share location unavailable. please try again later'. I understand the 'always' option may have been removed, but I need to be able to share at all times.

Location sharing I have two Iphones on the same apple ID and both of them are findable from Find my app. I wanted to ask if there is a way to turn off location on one of the two phones so only one appears on the Find my app?
